The Constitutional Stack exists to provide structured behavioural infrastructure across long-running projects, operational systems and evolving AI-assisted environments.
Doctrine, Phase Runner, QA Sentinel, Marshal and STUART form the public foundation release. Future constitutional layers are not included in this release.
This is not a prompt library.

The Constitutional Stack was created to solve that problem. Not through larger models or more automation, but through constitutional operational structure.
Each layer is architecturally distinct. No layer controls everything. The stack is designed to preserve continuity, truth, governance and human clarity as work evolves.

The current release includes the constitutional skill files for Phase Runner, QA Sentinel, Marshal and STUART. Doctrine is presented as the governing foundation of this page.
The objective is not autonomous replacement. The objective is structured operational intelligence that remains survivable over time.
