OPERATIONAL INFRASTRUCTURE

The Channer Constitutional Stack

A constitutional operational framework for AI-assisted systems designed to preserve continuity, governance, validation, survivability and human operational clarity.

Most AI systems optimise for output.

The Channer Constitutional Stack optimises for operational survivability.

As intelligence systems become increasingly autonomous, layered and persistent, continuity, governance and operational truth can no longer remain implicit.

The Constitutional Stack exists to provide structured behavioural infrastructure across long-running projects, operational systems and evolving AI-assisted environments.

FOUNDATION RELEASE

Constitutional operational structure

Doctrine, Phase Runner, QA Sentinel, Marshal and STUART form the public foundation release. Future constitutional layers are not included in this release.

This is not a prompt library.

It is operational infrastructure for preserving continuity, validation, governance and human clarity across AI-assisted systems.

WHY THIS EXISTS

Modern AI workflows are powerful, but operationally fragile.

Projects drift. Context disappears. Validation becomes inconsistent.

Governance weakens. Humans become cognitively overloaded. Systems accelerate faster than continuity can stabilise them.

Most AI tooling focuses on generating outputs. Very little focuses on preserving operational coherence over time.

The Constitutional Stack was created to solve that problem. Not through larger models or more automation, but through constitutional operational structure.

CONSTITUTIONAL LAYER STRUCTURE

Layered structure for operational survivability.

Each layer is architecturally distinct. No layer controls everything. The stack is designed to preserve continuity, truth, governance and human clarity as work evolves.

CONSTITUTIONAL PRINCIPLES

The stack is governed by operational principles.

01

Continuity Over Velocity

Operational memory must survive sessions, interruptions, contributor turnover, evolving systems and long-running workflows.

02

Truth Over Performance

Completion claims should be validated through evidence rather than confidence.

03

Governance Over Convenience

Protected operations require escalation, survivability awareness and operational discipline.

04

Humans Remain Sovereign

AI systems assist, structure and stabilise, but final authority remains human.

05

Memory Is Infrastructure

Operational continuity should exist outside temporary conversational context.

06

Clarity Is Survival

Systems that humans cannot understand eventually become unstable.

CONSTITUTIONAL LAYERS

The foundation release.

Constitutional Foundation

Doctrine

The immutable constitutional foundation of the stack.

Defines

  • governance principles
  • escalation law
  • continuity philosophy
  • operational ethics
  • protected systems
  • survivability rules

Doctrine governs every layer beneath it.

Operational Progression Layer

Phase Runner

Controls operational sequencing and structured progression.

Responsible for

  • phase management
  • continuity maintenance
  • repo memory discipline
  • operational pacing
  • escalation awareness

Phase Runner asks: "What happens next?"

Validation & Truth Layer

QA Sentinel

Validates operational truth through evidence, drift detection and regression awareness.

Responsible for

  • completion verification
  • evidence review
  • drift detection
  • validation integrity
  • operational truth alignment

QA Sentinel asks: "Is that actually true?"

Governance & Survivability Layer

Marshal

Protects constitutional boundaries, rollback integrity and operational survivability.

Responsible for

  • escalation enforcement
  • deployment governance
  • protected systems
  • rollback discipline
  • operational containment

Marshal asks: "Is this safe to proceed?"

Human Continuity Layer

STUART

Translates operational complexity into calm, understandable continuity for humans.

Responsible for

  • cognitive load reduction
  • operational summaries
  • continuity briefings
  • human-readable escalation
  • attention prioritisation

STUART asks: "What actually matters here?"

CONSTITUTIONAL SEPARATION

Specialised responsibility, no hidden centre.

Each layer has a specialised operational responsibility. No layer controls everything. This separation exists to preserve stability, auditability, survivability, operational truth and human clarity.

The stack is intentionally designed to avoid hidden authority, uncontrolled autonomy, governance drift and operational fragmentation.

OPERATIONAL MEMORY INFRASTRUCTURE

Memory is treated as infrastructure, not conversation history.

Operational continuity is preserved through structured artefacts that survive outside temporary conversational context.

Preserved through

  • repo memory
  • structured documentation
  • phase history
  • assumptions
  • decisions
  • validation logs
  • escalation records

Designed to survive

  • interrupted work
  • long-running operational timelines
  • contributor changes
  • evolving project structures
  • AI-assisted workflow continuity
FOUNDATION RELEASE DOWNLOADS

The current release includes the constitutional skill files for Phase Runner, QA Sentinel, Marshal and STUART. Doctrine is presented as the governing foundation of this page.

TOWARD CONSTITUTIONAL AI SYSTEMS

Foundational infrastructure for governed AI-assisted environments.

The objective is not autonomous replacement. The objective is structured operational intelligence that remains survivable over time.

AI-assisted delivery systems
operational governance platforms
persistent workflow environments
structured operational memory systems
continuity-focused collaboration infrastructure
CONTINUITY REQUIRES STRUCTURE

Continuity Requires Structure

As intelligence systems become increasingly powerful, operational continuity, governance and survivability can no longer remain accidental.

Calm. Structured. Governed. Persistent.
